About the Open Source Medical Track

The Ohio Linux Fest is a great opportunity to create stronger forward momentum for open source supported medical health for everyone. This is especially appropriate with this years theme- "Saving the World with Open Source Software". The first thing to do is to save ourselves with creative, timely and cost effective medical care - and open source medical infrastructure is the very thing that can help us pull this off!

Medical Track Speakers

David Chan (OSCAR) is an Associate Professor with the Department of Family Medicine at McMaster University in Hamilton, Ontario. He worked as a software engineer prior to entering the field of medicine.

Dr. Chan has devoted the past 25+ years in developing Free/Open Source Software solutions to enhance patient care.
He has developed a set of web-based applications collectively known as OSCAR (Open Source Clinical Applications and Resources). These include a government certified and award winning Electronic Medical Record (http://oscarcanada.org), a patient controlled personal health record (http://MyOSCAR.org), and a social networking web application (http://MyDrugRef.org) for pharmacists and physicians to exchange drug related knowledge.
OSCAR has a thriving community of developers and users from across Canada and many parts of the world.
He is currently conducting a number of research projects to improve patient outcomes utilizing the data generated from the OSCAR programs.

Amy Andres (Health Information Exchange) is the chairperson of the Ohio Health Information Partnership. Andres was chosen for the role because of her background in government, health and information technology. She is the current Ohio Department of Insurance’s chief of staff. She previously led the pharmacy benefits management business for Chicago-based electronic prescribing company AllScripts, and held positions with CVS ProCare and IT consulting firm Sarcom. She also worked as the CIO for the Ohio Department of Education.

Ms Andres will be speaking on the future goal of a state-wide electronic health information exchange. They hope to connect a variety of health systems regardless of the type of Electronic Medical Record they are currently using.

Andrew Barbash (Virtual Medicine) is the Medical Director, Neurosciences and Stroke Program-Holy Cross Hospital, a practicing neurologist with a focus on stroke care. He is the Chief Executive Officer of Apractis Solutions "Collaboration Partners". Dr. Barbash also oversaw the development and operational deployment of the Electronic Medical Record at Kaiser Mid-Atlantic for 7 years.
He is one of the founders of the UpDox Network (www.updox.com).

Robert D. Budman, MD, MBA - Physician Exectutive/Clinical Liaison (Choosing the Right Electronic Medical Record) has more than 22 years experience working in various clinical settings, including family practice, workers compensation and emergency medicine. He has more than 11 years of EHR development and user experience, and working knowledge of several EHRs. Currently a professor of family medicine at the University of California at Irvine, he also teaches at the University of Phoenix School of Business. He was formerly family practice chairman at St. Joseph Heritage Medical Group of Orange County, California.

A two-time Physician of Excellence with the Orange County Medical Association, his professional commitment and adventurous spirit have led to experiences as physician for the 1998 RMS Titanic Recovery Expedition, cruise ships, and two tours in the Australian Outback—as a physician relief rover and as a "Royal Flying Doctor."
His presentations at the OLF include: Avoiding mistakes when selecting the right electronic medical record. There will be a comparison of proprietary and open source programs.

Secondly, Dr. Budman will also join in a panel discussion at the end of the track discussing the “meaningful use” when using an EMR.

Mike Magee, MD, (What is Your Lifetime Health Records Plan?) is President, Positive Medicine Inc., Senior Fellow, Health Policy, Center for Aging Services Technologies Commissioner, National Commission for Quality Long Term Care and the editor of Health Commentary. Dr Magee is he is a consensus builder and visionary on health professionalism and the future of the American Health Care system.

Dr. Magee has made a special video to personally address the Ohio Linx Fest attendees. It is on the topic of the LifespanPlanning Record ( link to http://web.me.com/drmikemagee/Site_2/The_Challenge.html)- and a challenge to open source developers to make one! His video will be part of the noon presentation on Saturday "What is Your Lifetime Heath Records Plan?"

Fred Trotter (Comparing OS Medical Records) is a leading consultant and recognized expert for Open Source (FOSS) Health Software. In recognition of his experience, Trotter was the only Open Source representative invited by the NCVHS to testify on the definition of ‘meaningful use’. Fred Trotter manages the Open Source EHR review project with the American Medical Informatics Association (AMIA), Open Source Working Group (oswg). Fred is also a member of WorldVistA.

Trotter has a B.S in Computer Science, a B.A in psychology and a B.A in philosophy from Trinity University. Before working directly on health software, Trotter passed the CISSP certification and consulted for VeriSign on HIPAA security for major hospitals and health institutions. Mr Trotter is also affiliated with a non profit organization, Cautious Patient.

Mr. Trotter's Saturday afternoon talk will provide a history of the open source healthcare movement, as well as a comparison of the many currently available open source Electronic Medical Record (EMR ) systems. Fred will also help us look into the future where we can “Connect” the dots ( or the EMR’s ) with a National Health Information Network.

Mr. Trotter will also join in a panel discussion at the end of the track discussing the “meaningful use” when using an EMR.

Ruth Suehle (OS Medical Interventions Around the World) is a writer and editor in Brand Communications + Design at Red Hat. Previously an editor for Red Hat Magazine, Ruth leads discussions about the open source way in the Life channel of opensource.com.

Ms Suehle will be speaking on Open Source medical interventions across the many continents in the world. She is seen at https://opensource.com/users/suehle

Susan Rose, MSN, RN-BC, (The Electronic Medical Revolution) is welcomed as the 2010 Ohio Linux Fest Medical Track Chair.

Her passion and commitment to medical informatics sprang from her desire to bring more freedom to patients, caregivers and staff who care for them. She has been in patient care for over 30 years, with the last 25 within in the Veterans Administration Health Care System.

Susan began her practice as an ADN from Community college of Allegheny County, and competed a Bachelors and Masters in Nursing from Carlow University of Pittsburgh. Ms. Rose is a former chair of the VA Special Interest Group for the American Academy of Ambulatory Care Nursing. She is a regional net worker for the American Holistic Nurses Association.

Susan Rose has achieved certifications in Gerontology, Nephrology and Ambulatory Care nursing practice.
She experienced first hand - the conversion from paper medical records to a solely electronic medical- nursing practice.

Susan Rose is currently a case manager in a primary care utilizing the VISTA and CPRS Computerized Patient Record System, electronic programs that are available to all.

She is welcomed as the Ohio Linux Fest Medical Track Chair, and will be launching this area on Friday, September 10th with her presentation “ The Electronic Medical Revolution”.

With her practical experience, Susan will describe the evolution of how clinical decision making has become interwoven with the electronic medical record. The goals are to show how rapid-fire data transmission is changing practice as well as creating a “Medical Home”. She will discuss technologies for patient home assistance monitoring, just in time for the baby boomers!

This continuing nursing education activity was approved for 2 contact hours by the Ohio Nurses Association (OBN-001-91), an accredited approver by the American Nurses Credentialing Center’s Commission on Accreditation.

Susan Rose MSN RN-BC will wrap up the medical track at the conclusion on Saturday, with a panel discussion on “The Electronic Medical Record, What is its meaningful use?”
